Project Sampada: Transforming Bihar’s Agricultural Economy

Project Sampada is the flagship initiative of JJJKAS, designed to create sustainable, export-oriented value chains for agricultural produce in Bihar. The project focuses on Tomato and Banana Processing Clusters across BIADA industrial estates, serving as engines of rural employment, entrepreneurship, and economic growth.

Why Clusters?

Cluster-based development offers multiple advantages:

  • Economies of Scale: Shared infrastructure reduces costs.
  • Common Quality Standards: Ensures FSSAI compliance across units.
  • Better Market Linkages: Access to national and international buyers.
  • Efficient Operations: Streamlined procurement, production, and logistics.
  • Reduced Risk: First-generation entrepreneurs gain support and guidance.

Operator Model: Units are initially managed by JJJKAS under performance-linked contracts, with gradual transition to independent entrepreneurs after 6–12 months of training and handholding.

Scope of Project Sampada

Project Sampada aims to:

  • Establish 10–15 tomato and banana processing units in each BIADA cluster.
  • Train 200–250 rural youth and ex-servicemen annually.
  • Create an ecosystem of micro-enterprises across Bihar.
  • Facilitate exports of processed products such as purée, pulp, chips, flakes, powder, and other shelf-stable items.

STEP Phase (Startup Training & Export Preparedness)

The project begins with an 8-month STEP Phase, which focuses on:

  • Cluster setup in BIADA Bihta
  • Procurement of machinery
  • Training and certification of operators
  • Trial production of products
  • Preparation of the first export consignment
  • Establishment of revolving fund for raw materials
  • Developing SOPs and governance systems

This phase is supported through CSR partnerships with leading corporates.
