Project SAMPADA (Strategic Agricultural Marketing & Processing for Advanced Development of Bihar) is a transformative initiative aimed at addressing one of the most critical challenges in Bihar’s agricultural ecosystem—post-harvest losses due to seasonal overproduction. Every year, large quantities of fruits and vegetables go to waste because of inadequate storage, limited processing infrastructure, and restricted market access.

At the heart of this mission is the establishment of a 15,000 sq. ft. Common Facility Centre (CFC) located in the BIADA Industrial Complex, Bihta (Patna). This facility serves as the backbone of operations, integrating rural producers into a structured, high-value supply chain. The project connects 60 JEEViKA Self-Help Groups (SHGs) across the Bihta-Maner-Danapur corridor, creating a sustainable ecosystem where farmers and rural women actively participate in value-added production.
The primary objective of Project SAMPADA is to create a seamless link between farm-level production and global markets. Instead of selling raw agricultural produce at low margins, the project focuses on processing and branding, thereby increasing the overall value of the products.
By integrating SHGs into this value chain, the initiative ensures inclusive growth. Rural women play a central role in sourcing, sorting, and primary processing activities, enabling them to earn sustainable incomes. At the same time, farmers benefit from assured procurement and better pricing for their produce.
This model not only reduces wastage but also enhances the economic potential of agriculture in Bihar. It shifts the focus from volume-based selling to value-driven production, ultimately leading to higher income generation and improved rural livelihoods.
A key strength of Project SAMPADA lies in its adoption of advanced retort processing technology, which sets it apart from traditional food preservation methods. Managed by a Mission Director with a medical background, the project emphasizes precision, safety, and consistency at every stage of production.
Advanced Retort Technology
The project utilizes NASA-standard retort packaging technology, a high-pressure thermal sterilization process that ensures long shelf life without compromising quality. This technology allows food products to be safely stored at room temperature for up to 24 months, eliminating the need for refrigeration.
Chemical-Free, Clean Label Products
In line with global consumer preferences, all products are free from chemical preservatives and artificial additives. This “clean label” approach ensures compliance with stringent food safety regulations in international markets such as the United States, the European Union, and the United Arab Emirates.
Clinical Hygiene Standards
The entire processing system follows aseptic protocols, ensuring zero microbial contamination. The facility operates under a “Zero-Error” command structure inspired by military discipline, where every process is monitored and controlled with precision. This medical-grade hygiene standard enhances product credibility and builds trust among global buyers.
To ensure long-term sustainability and institutional stability, JJJKAS has implemented a Joint-Command governance model. This structure combines field-level execution with strategic oversight, minimizing risks and ensuring continuity in operations.
Field Command Leadership
On-ground operations are managed by experienced veterans, including Major Arun Jha (Retd) and Subedar R. V. Singh, based at the Patna headquarters. Their expertise in logistics, coordination, and disciplined execution ensures smooth functioning of the supply chain and facility operations.

At the strategic level, a National Advisory Committee (NAC) provides guidance and direction. Currently comprising Colonel Rajeev Ranjan (Retd), the committee ensures that the project remains aligned with long-term goals, regulatory requirements, and best practices.

The local market in Bihar is considered “energy draining” due to its inefficiencies and limited profitability. To overcome this, Project SAMPADA strategically bypasses this channel and targets high-value institutional and international markets.
The Veteran Network (CSD/Canteens)
The “Soldier-Certified” branding provides a unique advantage in entering defense-related distribution channels. By supplying products to unit canteens and veteran networks across India, the project taps into a trusted and well-established customer base.
The Merchant Export Route
The project collaborates with established exporters who already have access to global retail shelves in cities like New York, London, and Dubai. By supplying bulk quantities to these exporters, Project SAMPADA gains international market entry without the complexities of direct export operations.
Institutional Catering
Another key channel is institutional catering, including partnerships with organizations such as Indian Railways (IRCTC) and corporate base kitchens. Products are supplied in retort pouches, either branded or white-labeled, ensuring consistent demand and large-scale distribution.
The Digital Diaspora
To directly connect with global consumers, the project also plans to launch an online platform targeting Non-Resident Indians (NRIs). This segment represents a strong demand for authentic, “home-style” Bihari pickles that meet international safety standards. The digital channel allows the project to build a loyal customer base while maintaining higher profit margins.
